Overview
Valenrisse is the coastal capital of Lyscairn β built on terraces and canals, its geography shaped as much by faction as by water. Each ward is dominated by one Great House and its own social ecosystem. Ambition, rivalry, and conspiracy concentrate here by design: council members must reside in the capital during the Succession Concord.

The Low City
Every House meddles in the Low City. None admit it. Riots start here; revolutions end here.
Elara Morvane has the highest profile of any noble heir in the Low City through her philanthropy β which makes her a political asset and a liability simultaneously. Her genuine idealism is the crack in Morvaneβs public image: too much goodwill and she outgrows her houseβs control; too little and the Low City remembers who her father is.
The Low City is the consequence mechanism of Valenrisse. Whatever happens in the wards above eventually lands here. Any faction that ignores it long enough will find it burning upward.
