  • Place Carter Williams in the path of the PCs and let the collision happen
  • Surface a piece of the Riley/Carter recording at precisely the wrong moment
  • Disappear mid-scene, leaving only a question behind

Description

Signal is not in the room when things go wrong. He is the reason they go wrong. An ordinary human now โ€” no Force, no powers โ€” operating entirely on preparation, patience, and the knowledge that the team will make mistakes he can film. He never sounds angry. He never raises his voice. He places a question and lets it grow.


Arc Scope โ€” โ€œWho Decidesโ€

Signal is the arcโ€™s ideological architect. His primary asset is the hospital recording of Riley threatening Carter Williams. His plan is a coordinated public exposure event timed to maximum damage: Signal releases the Riley/Carter footage as a counter-punch to the Gala exposure, deploys a coordinated crisis in Riverside Ward simultaneously, and forces the players to respond publicly and messily.

He escapes. The arc does not resolve him.

Worst-case state: Supers officially outlawed. Next arc frames the PCs as vigilantes. That outcome is Signalโ€™s masterwork โ€” and he is satisfied with it.


Long-Term Notes

  • Real name and Renegade Force history are the eventual payoff thread โ€” do not resolve in this arc
  • His inner circle, if any, is undocumented by design
  • Does not need to win every scene โ€” needs to win the last one
  • The question of whether he knows about Rileyโ€™s physical decline is open; if he does, he hasnโ€™t used it yet
