- Fund the next phase of Eclipse biotech operations without ever being in the same room as them
Description
Casimir Vane is charming and he knows it. He is also the money behind the operation, which means he is the least directly useful person in a fight and the most dangerous person in the city. His philanthropy is not performance โ he genuinely believes he is in the cityโs corner. That sincerity is what makes him dangerous. He is not lying when he says he cares. He just cares about a version of the city that requires the current one to be dismantled.
Arc Scope โ โWho Decidesโ
Vane is the funding mechanism. His arc-scope role is Eclipse connection and drone/biotech operations. The Gala is his most exposed moment โ enough to implicate, not enough to end him.
He does not get arrested or fully exposed in this arc. The deeper question of his institutional backing is the next-arc payoff.

- Who or what is actually backing Vane Capitalโs growth is unresolved and intentionally undocumented
- Possible connections to A.E.G.I.S., Eclipse, or a third party โ do not confirm in โWho Decidesโ
- His sincerity about the city is not a mask โ it complicates any simple villain read and should stay that way
