Description

Casimir Vane is charming and he knows it. He is also the money behind the operation, which means he is the least directly useful person in a fight and the most dangerous person in the city. His philanthropy is not performance โ€” he genuinely believes he is in the cityโ€™s corner. That sincerity is what makes him dangerous. He is not lying when he says he cares. He just cares about a version of the city that requires the current one to be dismantled.


Arc Scope โ€” โ€œWho Decidesโ€

Vane is the funding mechanism. His arc-scope role is Eclipse connection and drone/biotech operations. The Gala is his most exposed moment โ€” enough to implicate, not enough to end him.

He does not get arrested or fully exposed in this arc. The deeper question of his institutional backing is the next-arc payoff.
