Beat 3 — Signal’s Third Broadcast: Paragon Reveal

Your protector was selected by his predecessor. He has always had the option to put it down. Ask him why he hasn’t.

Purpose

Signal’s third reveal strips the Paragon Force of its mystique. The Force isn’t a cosmic mandate — it’s a choice. Ethan Roberts chose to carry it. He can choose to release it. That choice means every person the Paragon Force has saved or failed was Ethan’s choice, not destiny.

This is the reveal that reframes the entire institutional structure. If the Paragon Force is voluntary, then every defense of Halden City has been permission, not duty. Signal’s question lands different: He didn’t have to do any of it. He chose to. So why can’t he choose to stop?

Timing

This broadcast lands between the Eclipse strike and the Gala. The team has just dealt with a retaliatory attack. They’re tired. They’re carrying civilian damage. And then every screen in the city goes dark.

The timing is deliberate. Signal drops this when the team is already on their back foot. The Eclipse strike was his opportunity — not because he coordinated with Eclipse (he doesn’t need to), but because chaos is his canvas.

The Broadcast

Signal’s delivery is the same register as before: calm, measured, almost compassionate. Never angry. He places a question and leaves.

Content

Signal releases:

Evidence that the Paragon Force can be voluntarily released by its host. Not a theoretical possibility — documentation. Internal A.E.G.I.S. research. Testimony from Paragon-era scientists who confirmed the Force is bonded to a willing host and can be relinquished. The host does not die.
That Ethan Roberts was specifically chosen — not randomly selected, not cosmically assigned — by the previous Paragon host. The Force passed to him through a deliberate act of succession. Ethan didn’t inherit a burden. He accepted an offer.
The unspoken accusation, made explicit by juxtaposition: He has always had the option to put it down. He has not. Ask him why.

What It Does

To the city: The Paragon Force isn’t a sacred burden. It’s a weapon someone chose to hold. Every rescue Paragon ever performed was something he could have walked away from. That reframes heroism as voluntary occupancy of power, not sacrifice.
To the team: The institutional structure they’ve been operating inside just lost its foundation. Paragon isn’t a chosen one. He’s a volunteer. The Alliance was built around someone who could have quit at any time.
To Ethan specifically: This is personal. His credibility is already damaged from the Kiara reveal. Now his entire reason for being — the Force he carries — is reframed as a choice, not a duty. The question “why haven’t you released it?” is the knife.

This reveal hits while the team is still processing the Eclipse strike. The combination is brutal:

If the team has manifest fragments from the community center: they’re sitting on partial evidence of the Vane/Eclipse connection, and now the city is in an uproar about Paragon. Two fights at once.
If the evidence burned: they have nothing but what they extracted from the first lab, and the city is screaming about Paragon. They’re losing ground on every front.
Either way: the gala is tonight. The team has to decide whether to attend and what they’re carrying with them.

What This Beat Does NOT Do

It does not resolve the Ethan question. Ethan’s response to this reveal is his own — and it’s the seed for the Monument Circle endgame.
It does not remove Paragon yet. The Force is still bonded. This reveal makes the removal thinkable, not actual. The actual release happens at Monument Circle.
It does not make Signal sympathetic. His framing is intellectually compelling but emotionally hollow — he doesn’t care about the people the Force saved, he cares about the people it didn’t. That distinction matters.

Transition

The broadcast ends. The city processes. And in a few hours, Vane’s gala begins.

Signal doesn’t need to attend the gala. He’s already crashed it from the outside. Everyone arrives carrying his question.
