The City
Halden City sits close enough to power to influence it and far enough to define itself. Over fifty years it has become a magnet for superhumans โ heroes, villains, corporations, and agencies alike. Supers are tolerated, regulated, monetized, and occasionally celebrated, but never fully trusted.
The city is not a backdrop. It has memory. There are neighborhoods shaped by incidents that happened twenty years ago. There are city codes that reference โenhanced individualsโ in the same dry bureaucratic language used for construction permits. The city has adapted.
That adaptation is not warmth. It is accommodation.
