What A.E.G.I.S. Does
A.E.G.I.S. is the institutional infrastructure layer of the enhanced individual world. Its founding mandate: catalogue, contain, and if necessary neutralize anomalous human phenomena. That mandate has expanded considerably.
- Law enforcement β when enhanced individual law enforcement is necessary, it comes from A.E.G.I.S.
- Medical β treatment and monitoring of enhanced individuals, including heroes. Has staff who would be very interested in Rileyβs condition.
- Intelligence β extensive surveillance network, maintains dossiers on virtually every active enhanced individual in the city
- Containment β enhanced individual holding facilities; the ACAD division handles artifacts and anomalous materials
- Oversight β affiliated heroes are not fully independent. There are expectations.

History
- 1925 β Founded secretly inside the War Department. First bunker excavated under what becomes Crownpoint Federal Tower.
- 1940s β Expands during WWII around the first confirmed Paragon (βAsset CROWNβ). Classified existence.
- 1947 β First documentation of the Renegade Force as a paired opposing principle to Paragon.
- 1953 β Operation MANIFEST: black-site super-soldier enhancement program authorized. Goal: produce a state asset capable of neutralizing a rogue Paragon-class individual. (Natalia Orlov is a product of this program.)
- 1963 β Authorizes Paragon to operate semi-publicly.
- 1968 β Quietly underwrites founding of the Glass District research corridor. Ethical breaches begin almost immediately.
- 2010 β Major restructuring following containment failures and a public controversy over enhanced individual detention. Shaw appointed. Surveillance capacity and legal detention authority significantly expanded.
Culture & Feel
A.E.G.I.S. is not malevolent. It is bureaucratic. The people inside it are mostly trying to do right by the city β but the institution moves slowly, values stability, and does not love surprises. It expands its own authority methodically and calls it modernization.
Heroes who came up through the Alliance often find A.E.G.I.S. suffocating without being able to articulate exactly why. The feeling is accurate.
The restructuring of 2010 is presented publicly as reform. Internally it expanded surveillance and detention authority. That gap between public framing and institutional reality is characteristic.

Relationship with The Alliance
Tense but functional. Knowledge-sharing channels exist; cooperation is real but conditional. The Alliance operates without subordination. A.E.G.I.S. watches it closely and is not entirely comfortable with the arrangement.
Darius Cole (Aegis Prime) is the closest thing A.E.G.I.S. has to an ideologically aligned in-network asset. His philosophical friction with Paragon and Recluse is documented and ongoing.
