Background
Theo Alcantara did not grow up wealthy. He grew up careful. The son of Dominican immigrants who ran a dry cleaning operation in Monument Circle for forty years, he learned early that the cityβs attention was something you managed, not something you sought. He has been managing it ever since.
He came up through city council on a competence platform rather than an ideological one β zoning reform, transit infrastructure, budget transparency. He is not especially charismatic and does not pretend to be. He is organized, persistent, and very difficult to corner because he rarely takes positions he cannot retreat from cleanly.
His stance on superhumans is pragmatic to the point of deliberate vagueness: they are an asset when they work, a liability when they donβt, and his job is to make sure Halden Cityβs needs get met regardless of which category applies at any given moment. He has a direct A.E.G.I.S. liaison (Deputy Director Hale handles city coordination) and a separate informal line to Paragon that he used rarely and no longer has access to post-Beat 10.
Character Profile
Alcantara is a manager, not a visionary. He does not have a grand theory of the city. He has a to-do list and a budget. He is genuinely good at what he does in a way that is harder to dramatize than corruption or ideology, which is part of why he survives politically.
He is not hostile to the new team. He is also not their protector. If SARA passes and the political cost of visible association with enhanced individuals rises, he will create distance. He will not do it viciously. He will do it cleanly and with plausible regret.
He genuinely cares about Riverside Ward in a way that is real and limited β real because he came up watching neighborhoods like it absorb consequences meant for other parts of the city, limited because he also understands what the cityβs budget can and cannot absorb, and he has made peace with that math in a way that others find cold.
In Scenes
He is useful as a pressure source (the political environment closing around the team), as a contact who can open or close doors depending on the teamβs public standing, and as a perspective that is neither A.E.G.I.S. nor Alliance β a civilian institutional voice that has actual power without the ideological framework either organization carries.
He will answer questions directly and give you exactly as much as he has decided to give you, and you will not always know which parts he left out.
