Shea ended up in enhanced incident liaison because she was good at it, not because she wanted it. After four years of being the detective Reyes sent to the aftermath of metahuman incidents, she has developed a methodology that other departments occasionally ask about and she has never once written down.
She is not a true believer in superheroes. She is a believer in useful relationships. She has worked adjacent to Recluseโs network long enough to understand how it operates, and she has used that understanding to close cases that would otherwise stay open. She has never formally acknowledged that relationship in any filing.
She is the detective the team is most likely to encounter in a cooperative frame โ not because she likes them, but because she has decided that the cases that matter get closed better with the right information moving in both directions. She gives selectively. She notices what she gets back.
She is also keeping her own files. Not on the team โ on the enhanced incident cases that donโt pattern-match with known actors. Whatever is leaving Glass District researchers dead or missing, the SEIB line of no confirmed causal link does not satisfy her.

Profile
Victor Paz grew up in the Ironworks. He was a patrol officer there for six years before making detective. He knows the district the way people who grew up in a place know it โ not intellectually, but in the feet, through accumulated specific memory.
His orientation toward enhanced individuals is simple and consistent: they are people who have done something to someone, or they are people who had something done to them by someone with powers, and either way his job is the same. He does not have Sheaโs pragmatic cooperation philosophy. He does not have hostility either. He has a caseload and a territory.
Where Shea will work with the team if it closes a case, Paz will work against them if theyโre in his way โ not out of ideology, but because they are in his way. He is the detective who shows up at a scene the team has already compromised and has to figure out what actually happened. He is not happy about this, and he will tell them so.
He has a long memory for names and faces and a specific irritation with people who treat the Ironworks as a set piece for superhuman drama rather than a place where people live. His parents still live there. His sister runs a machine shop on the waterfront.
Post-SARA, if the legislative environment pushes, Paz is the kind of officer who will enforce what the law says with minimal interpretation, which cuts both ways depending on what the law says.
